Jak tworzyć ofertę wieczorno-nocną w instytucjach kultury? Wnioski po „Seminarium Odbiorcy Instytucji Kultury. Po zmroku”

Czy kultura kończy się wraz z zamknięciem drzwi instytucji o 18:00? A może właśnie wtedy zaczyna się jej nowa, mniej rozpoznana odsłona — pulsująca rytmem wieczoru i nocy?

W pierwszy dzień grudnia w Bramie Poznania odbyło się jedenaste Seminarium Odbiorcy Instytucji Kultury poświęcone odbiorcom wieczorno-nocnym. Jest to grupa w dużej mierze nierozpoznana. Zazwyczaj spotykani są jedynie okazjonalnie, przy specjalnych wydarzeniach. Wymagają od instytucji nie tylko elastyczności, lecz także odwagi. To dla nich eksperymentuje się z formami ekspozycji, tworzy międzyinstytucjonalne partnerstwa, wprowadza nową dramaturgię wizyty i mniej formalne sposoby interpretacji. Wymaga to wysiłku: kreatywnego, organizacyjnego, logistycznego. Jednak jego efekty potrafią rezonować szeroko — nie tylko w sferze kultury.

Shaping the night: Policies and strategies governing the nighttime economy

The nighttime economy (NTE) has become a defining feature of urban development, shaping city dynamics and governance worldwide. As cities transition into 24-hour hubs, balancing economic growth with residents well-being presents governance challenges. This study examines the policies and governance frameworks influencing the NTE, highlighting key strategies used by cities to foster vibrant, inclusive and sustainable nightlife.

This research employs a document-based analysis of twelve policy documents from global cities. The study identifies trends, challenges, and governance strategies including night mayor initiatives, extended public transport services and collaborative safety measures by systematically reviewing policy objectives, implementation strategies and outcomes.

The findings reveal that while cities aim to align economic benefits with community well-being, tensions persist over noise management, inclusivity, public safety and limited diversity in nighttime offerings. Strategies such as night mayor appointments, regulatory reforms and extended transport services have contributed to improvements, yet governance challenges remain, particularly in ensuring long-term policy effectiveness and adaptability.

The research is limited by its reliance on secondary sources, the absence of primary data affects the depth of insights. Future studies needing to address these gaps through firsthand data collection and stakeholder interviews. This paper underscores the necessity of integrated, multi-stakeholder approaches to nighttime governance; by synthesizing international policy efforts, it provides insights into best practices and challenges in governing the NTE, offering recommendations for policymakers seeking to balance urban vibrancy with sustainability and social equity.

Evaluating Nighttime Governance Structures: Implications for Urban Policy in Night Mayor and Consultative Body Models

The rise of night mayors and other nighttime governance bodies represents an emerging model of urban governance. Vibrant nightlife scenes have become central to the identity and economy of global cities. However, the complex needs of nightlife stakeholders pose unique governance challenges. In response, some cities have instituted specialized offices of night mayor to oversee nighttime economic policy. This goal of this article is to examine this solution as a unique governance approach and compare the roles of night mayors to other nighttime consultative bodies like councils, commissions, panels, and boards. Taking into account all kinds of utility derived from nighttime activities, externalities, and stakeholders needs, the author differentiates night mayors’ concentrated leadership from the broader representation of advisory panels. It turns out that night mayors provide centralized oversight, while councils offer grassroots expertise. By working together they can create holistic strategies tailored to nighttime economies.
